romney. in just a few moments, the presumptive republican presidential candidate will name paul ryan as his vice presidential running mate. paul ryan is the congressman from wisconsin considered a rising star in the republican party and chairman of the house budget committee. we are expecting that announcement and a minute and joining me for more is fox news chief washington correspondent james r. rosen. >> good morning. >> it is a date that was long awaited. we are hearing from carl cameron. what does paul ryan bring to the ticket? >> congressman ryan was notified on august 3 that he would be governor romney postelection. it has been about a week in the making. he brings a lot to the ticket, principally energy. he brings intellectual energy, particularly in his capacity as the chairman of the house budget committee. and to the budget plan he has

authored which was passed by the house along party lines earlier this year. also physical energy, he brings youth and vitality and appeal to segments of the gop base and the larger electorate that has so far not really warmed up to governor romney. catholics, for example, congressman ryan is a catholic and for those interested in historical precedents, this will be the first major party ticket let alone a gop party ticket to be comprised of a mormon and a catholic in terms of religious tolerance. he will bring appeal to the tea party segments of the gop. we are getting an early bead on what the obama camp will be saying about paul ryan.

a senior democratic aide has said that paul ryan is an ideologue, someone who favors tax cuts for the wealthy with his budget plan and somebody who fails to embrace the simpson bulls plan for reducing the federal debt when he was a member of that panel. it will fall to the president to explain why he did not take the advice of that,. panel. >> we remember that work and the recommendations not necessarily taken. the obama camp will show the respect of allowing governor romney to make his announcement and then i'm sure the attacks will begin. one thing paul ryan clearly brings are the specifics. we are getting our national budget control, the attention that it needs. he is the only one have been -- that has put a plan for but there are parts of the people of questions about. do you think we will get clarity as early as today or today will it be just the announcement?

>> you mentioned perhaps the biggest strength and liability of the paul ryan candidacy. as a seven-term member of congress, he has a definite and established a record which can be put forward as an example of this specificity on issues but also can be picked apart by their opponents. as we wait for this announcement, you're looking live at the norfolk naval base. the uss wisconsin which is the home state of paul ryan. you mentioned the house budget plan, he put forward two of the man and the most recent was endorsed by a liberal co- sponsor, senator ron wyden of oregon. some of the look at key provisions of the ryan budget. would reduce our complicated tax structure from six tax brackets to two. the top tax bracket for

individuals and corporations would be 25% and the lower would be 10%. it would also reduce spending by $5 trillion over the next 10 year. it would not balance the budget until the year 2040 if it was fully enacted. it calls for the repeal of the obama care health care law. it calls for about $700 billion in cuts to medicaid, cuts to financial aid for college, tuition, cuts in federal pensions and salaries and calls for keeping the military budget relatively intact. paul ryan is the intellectual answer to his mentor jack kemp of new york who was another conservative that favored tax cuts to stimulate economic growth. we can expect now the terrain on which this contest will be waged will no longer be about paying capital and the background of mitt romney in business but

where these two people want to take this country. mitt romney said he wants someone who has a vision on where to take the country and clarify the issues in this election. >> he is only 42 years old and could generate a lot of enthusiasm among youth. that is something the president obama did very well almost four years ago. is that something the romney ticket needed? >> they could certainly use an injection of vitality. mitt romney as strength and the guber personality is not one of them. paul ryan is articulate and a good spokesman for his budget policies. he is moderate on social issues. he has suggested that homosexuality is basically genetic and not a chosen course. he has voted for a bill that would prevent discrimination on the basis of sexual orientation. in general, he steers away from the hot-button social issues. what remains to be seen is whether or not a paul ryan candidacy will help this ticket

with three key groups that could be decisive -- women voters. they have outnumbered men voters in presidential elections going back to 1984 and every cycle. also independents - a poll shows that president obama has opened up an 11 point lead over gonna run it with the independent who tend to swing elections. lastly, young voters, and you mentioned, and senior citizens. this could be in medicare election. they could attempt to paint paul ryan the way an independent super pak did earlier in 2010 when they produce the infamous commercial with a man pushing an elderly lady in a wheelchair over a cliff. that kind of debate still may be preferable to one that is centered as the debate has been on bank capital. >> the tax returns and maybe the

party can get down to business to do what it wants due to create jobs and get our spending under control. they want to revise the tax bracket and tax code that even tax experts have a difficult time understanding. there's also the question of foreign policy. around the world, there are areas that are great concerns to the united states. what does paul ryan bring to the table in terms of foreign policy experience? >> not a whole lot. that might be oneprong of the attack on paul ryan from the obama campaign. he is 42 years old but looks younger and has no real background in foreign policy affairs may not be ready for day one of the presidency or to be a heartbeat away from the presidency. the likely response we should hear from the gop ticket is that paul ryan brings to the table right now more experience

at the federal level than barack obama had when he was a candidate for president in 2000 a. >> 7 term congressman -- have the other folks who were being considered, the name that kept coming up -- even this week, general petraeus was being thrown around as a possibility. in reaction from chris christie or marco rubio? >> no, i think they are observing protocol this morning as we await the announcement on the uss wisconsin in norfolk, virginia. they don't want to step on this announcement. they want to let governor romney and congressman ryan have their moment and we will see a proliferation of statements issued. we can see virginia governor bob mcdonnell, a republican, a strong conservative, considered

in the running, taking the podium. >> let's listen. >> great to be back in my old home more raised my fine kids. i just want to say it is such a tree to be governor of the most business-friendly states in the country, the commonwealth of virginia. [applause] i want to say thanks for having us here today. this is the mother of presidents, the birthplace of democracy, 405 years ago, the greatest country on earth gave birth to cape henry, the united states of america. [applause] what a treat to be in hampton roads, the home of more veterans in almost any place in the world. [applause] the home of the greatest navy base and the world. [applause] -- in the world.

will not be president again. i want you to help him keep that promise. [applause] a couple of months ago, he came to roanoke, va. anti said -- and he said you are successful in a business, you did not build that. somebody else made that have [and aboos] ladies and gentlemen, i think that shows why we need a new president. that statement does everything you need to know. it is a president that does not understand the free enterprise system and a great american jack -- dream and we need to change. [applause] let's suppose you're interviewing for a job or interviewing to get rehired, that is what the president is doing. you go in and you have your

resume and are trying to tell the boss that you want to get rehired. let's look at this resume of the president. how about jobs? we have had an 8% unemployment rate for 42 months and we have the lowest number of onto an hours starting businesses in over 30 years. that is not a good mr. president. when it comes to energy, his record is making it harder for our co greatal industry to get new permits and to natural gas to engage in frakiking and making it harder to dispose of nuclear material. he refuses to allow virginians to use their god-given natural resources off the coast of virginia to drill for oil and natural gas [. boos] when it comes to the debt, let's look at that record.

the largest increase in the american national debt in the history of our country, $5.20 trillion. all you young people here, you are paying that bill. there is no plan to get out of it, only a budget that gets us to $25 trillion in debt by the year 2021. if you walk into an employer and you have the kind of resume, there are only two words that come to mind -- you are fired. [applause] thank god we've got a great choice in this election. this election is about one thing -- that as which candidate has the vision and the idea is to get the greatest country on earth out of debt and that. to work thise one hand, we've got obama vision of more entitlements and more guarantees and more taxes and more

government as the way to prosperity. mr. president, that has failed america now for the last 3.5 years. then we got the gop, the great opportunity party and its candidate. [applause] incrediblehat reagan-run a vision that recognizes the american dream that if you work hard and you dream big and you pursue opportunity and user god-given talent, you can still be anything you want to be in this great land of freedom, america's [applause] . 100 years ago, a poor farm by report formed m boy fromayo county ireland landed in massachusetts, that was my grandfather. he worked as a laborer in a glue factory. he never thought that 100 years later, is grants that would end

up with the same job as patrick henry and thomas jefferson, being governor of virginia. [applause] that is the united states of america, the land of dreams and opportunities. being an average middle-class kid from fairfax county, i am pleased to be governor of virginia and that is the heart and soul of this campaign for mitt romney, putting policies in place that support and expand and offer hope and opportunity for our middle-class families in america. governor riley put forth a visionary five point plan to be able to put people back to work promoting and entrepreneurs and small business because you did build it and if you do, you provide jobs and opportunities for other people. [applause] to get our great country out of debt by balancing a budget within the next eight years. he will have somebody to help him do that. to be able to get people trained

in the skills in the workforce in math and science and other disciplines necessary to create the work force of the future. to be able to have a sustainable energy future, this president has not. plan governor romney has and all of the above comprehensive plan to use all our red, white, and blew a natural resources to promote energy independence. that will help the middle class create jobs for a long time. [applause] ladies and gentlemen, you know the issues and you know the ideas of mitt romney. above all those policy issues, what really matters is part and character and vision and passion. the scriptures say for lack of vision the people perish and just the opposite is true. with vision, the people prosper. one of alone is places anywhere you can find is the inside of that old office. when the advisers and cabinet

members are gone, the president has to have faith and know what they believe and make the right decisions for the people of the united states. that is what you get in mitt romney. he is a man of faith, a man of principle, a man who has been successful as governor, successful in the private sector, successful running the whole. mix he is a great family man, five kids, 18 grandkids, he has been incredibly generous to people around the country and around the world. he has an amazing passion and vision for the country. he has a deep and abiding love for america and what it stands for and the great american dream. ladies and gentlemen, please welcome the next president of the united states, governor mitt romney [applause] . >> not unexpected as governor mitt romney wycombe -- makes his way to the podium. many in the crowd including the senators -- including veterans

his opponents. he understands that honorable people can have on his differences and he appeals to the better angels of our nature. a lot of people and the other party might disagree with pull. ryan i don't know of anyone who does not respect his character and judgment. [applause] paul is in public life for all the right reasons, not to advance his personal ambition but to advance the ideals of freedom and justice and to increase opportunity and prosperity to people of every class and fate, every age and ethnic background. he is a faithful catholic, he believes in the word of every human life. [applause] under the current president, health care has only become more expensive. we will reform health care so that more americans have access to affordable health care and we will get that started by repealing and replacing obama care.
